there was no type of character development,
are you serious? there were definitely some character development for some of the characters...
Raleigh - in the beginning of the movie he was a broken man who was still so caught up in his past after his brother died, he was living day by day in the slumps, didn't really have the will to move forward with his life. But through his interactions with Mako, he started to gradually accept the past and move forward with his life, and he eventually regained his will to live for the future again.
Mako - Similar to Raleigh, she also had a traumatic past and she used her past trauma and turned it into a strength and her motivation to destroy the Kaijus and protect the future of humanity, she did struggle with the drift initially but eventually she overcame that hurdle and formed a strong partnership and friendship with Raleigh.
Chuck - He started out as this extremely cocky, annoying, egotistical jerk who constantly belittled Raleigh and determined to stay alive, but when Raleigh and Mako saved him using Gipsy Danger, he started to appreciate Raleigh and Mako more and he became a more respectful person...and even quite heroic in the end when he willingly sacrificed his life for the mission.
Of course the writers could've fleshed out the characters more, there was always room for more improvement, but I would not say that there "wasn't any character development at all", some of the characters did have some character development at least...just that it could've been more.
