Has anyone seen similar films to this?

Whoa. That's a hard one. The Good Shepherd is multi-layered, drenched in the mysterious fog in a paced of counter-intelligence. The Spy Who Came in from the Cold is one you might enjoy, A.E. Xanadu, also Our Man in Havana starring Alec Guiness and of course Lawrence of Arabia.

This is very much in the vein of Graham Greene and John Le Carré. I would recommend TINKER, TAYLOR, SOLDER, SPY, and SMILEY'S PEOPLE, both miniseries done by the BBC starring Alec Guinness

It's been a while since I've seen it, but No Way Out with Kevin Costner seemed similar.

Since I love these kinds of movies too, I would say:

Check out Michael Caine's films, especially the ones from the 80s.

You should watch the 2007 5 hour tv mini-series "The Company" (not to be confused with the 2003 film about a dance company). Excellent drama on the history of the CIA and the life of James Jesus Angleton and others. It's also a great cast, is very well done, and looks terrific on Blu-ray (and DVD as well).
I think you will not be disappointed.

There was also a movie with Chris Cooper and Ryan Felippe(sp) that was pretty good. Can't recall the name right now.

Try "The Spy Who Came in From the Cold.' It's something of a classic, dense, layered, thriller with a subdued, almost cynical performance by Richard Burton. Certainly it is the quintessential spy film from the 1960s. Although not truly a spy film, 'Layer Cake,' with Daniel Craig, a film about drug dealing, concerns issues of treachery, who to trust, how to deal with betrayals, how one learns to live with one's deeds...the film is very acted, and nicely and complexly layered.
