She made that mistake in FBI training and she makes a similar mistake at the end of the film by not staying with the victim. She was in a safe position, with cover and all doors closed and she knew the cops were coming so why give chase?

She didn't know anyone was coming for her. No one was coming for her until she called them after Bill died.
They didn't know where she was.
Ok except that the basement had windows and maybe exterior doors too, Bill could have escaped as she stayed with Catherine, thus Bill would be on the loose to kill again. She had him in the basement, she was not going to let him go Catherine wasn't going anywhere, staying with the victim would have backfired.
So no, she didn't make a mistake at the end. She didn't know the blueprints of the house, Bill could have escaped via window, door and then Clarice would have lost him.

Even the fact that she pursued BB into the basement at all without waiting for backup made her stupid.
shareWell that is true and part of her character, young and naive. Normal. BUT she was trained how to use her gun, BB clearly wasn't. That was the difference.
BB's training was sewing and hiding his junk while dancing.
She was very ambitious and desperate to make a name for herself in the Bureau. Yes it was dumb but it was in character.
