As mentioned by dteam6, Lawson (the black market gun dealer) was in a few episodes of Better Call Saul Season 1.
All of Hamlin's actions are perfectly understandable except for the fact that he didn't appear to support Kim becoming a partner. He didn't seem to care when she was sent to basically the HHM dungeon (I think this was in part for her 'support' of Jimmy's unapproved commercial). At least that is how I remember it, unless Howard played a bigger role in Kim being given the shaft.
After it became clear that it was Chuck and not Hamlin keeping Jimmy from being hired as a lawyer I didn't see him as a jerk, with the exception of how he treated Kim.

The movie 'The Remaining' from 2014 with Alexa PenaVega matches some of your criteria. I doubt there is a movie that meets all of your criteria though.

I don't know, the two main actors aren't the hottest but they are both what I'd consider above average. You have to consider that the show is mainly a drama and due to the current plots, there is no real need to have super attractive actors/actresses to play any role.
Most shows will either have plots that require some amount of really attractive actors/actresses or the type of show may need really attractive leads and/or supporting actors to appeal to the lowest common denominator. Then there are some that are the opposite based on the premise like 'Mike & Molly'.
Madame Secretary is probably similar in that most of the main actors aren't super attractive (at least in 2017) although one of the supporting actresses is very attractive.
The actresses that play Erin, Mrs. Nguyen, and the court scheduler just fell out of their chair when they read your post!

Howard is smart. He knew that Chuck testifying wasn't going to change anything in a positive way and in fact had a small chance of having a negative impact on Chuck and the firm.
It's like some situations in poker where at the final betting round you have a really good hand but based on what cards are showing there's no point in making a bet because any player with an inferior hand will fold. You'll only get called by a better hand and it won't be offset by the many times you do have the best hand, cause no one will call in those situations.
