it's explained in the comics and Clone Wars.

The dark side is the pathway to the unnatural, his hate kept him alive. Sith do not have an afterlife.

Bottom line, they wanted him back as fan service and fans loved it.

That sounds disturbingly similar to religious guys talking about advances in medicine...

Yeah. For casual fans it is a surprise. But for hard core fans, we knew he was alive during this period.

I really am grateful to Ron Howard for having Darth Maul ignite his red double-sabre. I never would have known it was him if he hadn't done that over the phone. Admittedly I was still a little unclear on his identity. He should have done some kung fu too. Then I REALLY would have known.

It's Disney's way of telling us that we never need take anyone's death seriously in Star Wars. That way, we won't be shocked when Han, Luke, Snoke, and Mace Windu all show up in Episode 9....

We fans basically demanded more Maul and they delivered, but I don't think Maul ever should have crept back into the film-verse again. Just like Coulson is dead in the MCU but kind of alive on Agents, Maul should be basically seen as dead to the casual fan who only sees the movies. Bringing back a character who died in the movie but was revived in a cartoon is kind of a dick movie IMO. And a really desperate bit of fan service. And in Han Solo's movie of all the movies to pick? I can think of a hundred scenarios where he could fit in Boba Fett's movie.

theres no way Darth Maul could've survived the thousands of feet fall let alone being chopped in half! (will have to recheck the scene on utube but pretty sure ObiWan cut him in half at the waist! so not just legs but his stomach, bowels etc all gone.)

in fact pretty sure remember reading an interview with Lucas where he was asked why kill off Maul in such a graphic way and he said 'so he can never come back' (presumably so not to interfere with Vader becoming villain)

Him popping up at end of Solo was a real eye rolling moment. like 'ohh...really?' - itd be like Han coming back in Ep 9

Especially when his said "resurrection to second death" arc was 100% completely resolved as a closed loop in the TV shows. There's absolutely no reason at all to shoehorn him into the movies now....

Here's one guy who survived with as much as Maul has, and he was born in 1911, without the benefit of modern technology:
