Gasp! There have been studies. When groups or populations are put under stress, and their numbers dwindle - sex starts happening at an earlier age, and with more frequency.
God & the Hebrews say "adult at age 13" - don't be such a repressive moralist, 18 is the highest age for this in the world, b/c in the US everyone knows daddy's little girl is not a virgin when leaving high school, sex is biology & realistic, the only way to procreate, so blame the creator for making us adult faster than you like

Age of consent laws are meant to prevent older men from preying on young girls. In the U.S., the age is 18. If the male participant is less than three years older than the female, the age of consent can go as low as 13. So if she is 15 and he is 18 - no problem!
