What exactly is the problem here? Is being effeminate a bad thing? Can't gay people be on the whole spectrum of good and bad? It seems that you think gay people should be put on a pedestal which sort of takes away their right to be what ever it is that they are.
BTW. I don't think King Candy was gay. I wouldn't care if he was or wasn't. I don't think that it's a good idea to get your impression of what a group of people is or isn't from the media.

Assuming he was 'gay' which is a gigantic assumption, given the context of the film, the answer is "he didn't"
Not sure why it took 3 pages of silly IMDB debating to figure that out.
Why is it even being assumed he's gay at all? Remeber he's not actually King Candy, he's Turbo playing the part of King Candy. It would make sense that Turbo would look around and say to himself, "OK, everyone int his world is outlandish and over-the-top gregarious (except for Sour Bill). In order to fit in, I have to act that way myself.
Besides, it never even occurred to me that he was gay, or even effeminate. Given the context, I thought he was more just being childish. Which would make sense, considering the type of game it was.

I picked up on this reference almost immediately, he sounds just like the Mad Hatter from the original (animated) Alice in Wonderland. His character is not gay, just a derivitave of an earlier animated character.
