The ratings depend on how many people watch it, and how big the show is. GOT was not meant to be as highly loved as it has become. Same with Breaking Bad and all the other hugely popular shows. Millions of people watch them, and the big number of IMDB watchers over the years that love it rate them extremely high.
The case of The Man in the High Castle is that there's only been 1season that is on only on Amazon Prime which is not as available to viewers as much as HBO and cable channels. It has yet to have a 2nd season date for sure (there will be one definitely), and so for a show that has only one season with characters that are generally new to people , therefore are not attached to say a Walter White or Tyrion Lannister an 8.1 isn't terrible. If it can go on and give us a more seasons, and get out onto Netflix or something like that at some point (which I doubt because they are both competitors) then it will go up.
At this point enjoy and spread the word on the show. I love it, and I've recently finished the book. The show just needs to stay very good, and characters need to become household names along with a lot more people on IMDb particularly rating it highly because it gets really good , and you will see a bump in the ratings. That's my take on it as far as ratings go, and the correlation to such great shows you are trying to put it together with.
