I like Emily a lot more than Paige, but there is no question that Lindsey is the stronger actor.

Shaw. Definitely. She makes it good to despise Paige and puts a lot more into her performance.
I've stated before my grievances with Shay and her acting. I don't think she's all that horrid, but she truly needs A LOT more work before giving her a script with any kind of meat to it. She falls short in many occasions, but has given at least one decent performance. Besides all that, she pulls the whole "deer in the headlights" acting during shocked scenes or when she's in danger and I really don't find her all that intimidating when she has to be angry and cut a bitch figuratively speaking. Plus, Emily is more like Shay is in her real life now than before. There's practically no substance to the majority of her performances. She may rely on the director of the episodes and the people around her, which is not the worst thing, but sometimes it is poorly done with directing her.
Shaw, hands down.
