I'd have to say Councilman Jamm and The Saperstein Twins.

I know you are supposed to hate them but their not funny annoying...their just annoying...

The Saperstein Twins, in particular, are like even more obnoxious versions of Tom!

It has to be Craig. As someone mentioned below he's entirely to hot-cold cartoonist for this show. Every time I see him I ask myself what he's doing on my TV.

I didn't like Jamm either. Not because he was an awful person, but because they used him in the same plot device about 9 times in seasons 4-6. Move on already.

But its worth having April on that show for her facial expressions alone. They're brilliant. Just watch an episode and focus on her face.

I actually liked Jamm, tolerated Jean-Ralphio, but hated Mona-Lisa

Tom really annoyed me on this show. A few funny moments but apart from that i hated any time he was on the screen.

I have to second the April... although her reactions especially in the first few seasons were gold. When they paired her and Andy up, they both just became annoying. Andy is also a little too stupid sometimes but meh.

Dennis Feinstein... Luckily he was in only a few episodes.

Definitely Donna. They tried way too hard to make her interesting. And she was just always boasting and people were nice to her and there was basically no conflict. Especially when Keegan Michael Key shows up and then she just gets to boss him around too. Everyone else on the show has their purpose and something that makes them funny/interesting at least at some point.
