I'd have to say Councilman Jamm and The Saperstein Twins.
I know you are supposed to hate them but their not funny annoying...their just annoying...
The Saperstein Twins, in particular, are like even more obnoxious versions of Tom!
I'm sorry but I would Jamm, Mona Lisa and Jean-Ralphio hilarious! Their comedic timing is just perfect.
I don't like Craig's character at all. His character is way too cartoonish for Parks and Rec.

Jamm. He's funny occasionally, but he was way overused in seasons 5 and 6. But, um, Jean-Ralphio and Mona Lisa are amazing and you should be ashamed of yourself.

Probably within the gang, he's also my least favorite character, along with April.
Don't get me wrong: I don't hate any of them. Sometimes I like them and in general they're funny. But Tom was selfish from the beginning till the end, and April was constantly rude towards people. The thing that bothered me about that is that no one ever tells them off about their flaws. No one ever told them "Tom, you've got to stop being so self-centered" or "April, stop acting like a little girl! You're 30!".
Even when April fÊŠcked things up with Ron's appointments, she wasn't fired by Ron and he event went to her house to practically beg her to go back and work with him.
