I figured that you got that phrase from 1997 (Season 9) Pierce County Episode when an husband (Suspect) found asleep in his small ugly car then he got nearly physical hostile towards Deputies while he was told several time "Relax" while being arrested for domestic abuse to his girlfriend in their apartment and got pepper sprayed after continuing being hostile, she claimed that he was arrested 5 times for same thing, I don't know why she continued to stay with him. That's one of my Top favorite Domestic Violence calls.
The stammering excuse, answering a question the cop hasn't even asked, that goes like "We were just headin' to her mom's house up there..." or "I just came from the chicken place..." as if their locale or innocent purpose of going from point A to point B will somehow distract or nullify the fact that they have warrants/joints/a gun/crack, etc.

Lordy this woman named Sherry just had every stammering excuse under the sun. Pulled over in a private lot she -
Was just coming from the gas station
Her cell phone went out
Her lawyer was supposed to take care of her ticket
She pulled over to fix her phone
She had a fight with her boyfriend
Her boyfriend was out of town
She fought with him on the pay phone (When the officer reminded her her cell was out!)
She was tired
She just wanted to go home
It wasn't her crack pipe
She had her windows down all day so anyone could've put it there
She does cocaine, not crack!
