Don't get me wrong about ranking them (I was forced to) I love every Rambo movie, and they are ALL the best in various ways. First Blood is best by certain standards, and First Blood Part II has its advantages over that and is also best, so is Rambo III but by different reasons and qualities, and the new Rambo can also be on top because it is the best in its own way as well.
Seriously, considering what Stallone has actually put himself through to make these movies happen and the character of Rambo succeed, by that I am just blown away, every Rambo movie deserves a solid 10. But not necessarily for all the same qualities, standards or reasons.
