I would say that, in the context of TNG, it's clear that the holodeck isn't quite there yet. Riker expresses this with the differences between a typical holodeck program and Minuet. She might have qualified, but he definitely distinguishes her from other programs.
They (the crew) also seem to recognise a certain perversity when Barclay is using the holodeck to make his crew members treat him as a godlike hero, fawning over him, or losing to him at small challenges. That implies that this is not a good use of the 'deck, although that had more to do with the fact that Barclay was replicating actual persons rather than simply making them think he's sexy.
