Yup. Drives me nuts. People think that way all the time. It's gross. There are so many excuses given, too.
"Oh, they enjoy their job, so they've already been paid!" So what? So do a lot of people; enjoyment and job satisfaction doesn't mean it isn't work, and the value is what you're paying for.
"They should just get a better job!" They have a good job. You don't want to pay them. That's like saying you don't want to pay your electrician because if they electrician wanted to get paid he should get a better job. Your not wanting to pay doesn't make it right.

I've seen people say that anybody who says stuff like that or thinks artists should work for free should be forced to go without any art for a month. No music, movies, television, paintings, sculpture, live performance, books, comics, radio - zilch. Nothing. See how they feel at the end of it. Is art essential or not?
