I would say letting Goldfinger be sucked through a decompressing aircraft window, it's hard too top that IMO.
Maybe Red Grants final fight?
I would agree with two already listed- Dent in DN or the soldier in OP.
Fully agree about Dent, but not about the Red Army soldier Bond shoots in the forehead (in OP)... The soldier is unslinging his rifle; Bond has only a split-second to act and no choice but to take him out.
So, to the killing of Prof. Dent in DN I would add Killifer in LTK.
Killifer is unarmed and completely helpless, dangling over the shark tank... Bond pretty much straight-up murders him, because he's just that pissed off. (Something Dalton and Craig are the best at of all the Bond actors.)
Of course, Killifer richly deserved it...
