For me it has to be Professor Dent in Dr. No.

I'm not convinced Goldfinger shooting out a window in order to suck himself counts as a Bond kill.

Bond shooting Elektra in the forehead while she was armed with a walkie talkie deserves mention, THE WORLD IS NOT ENOUGH.
Which recalls Bond shooting the unfortunate young Russian soldier in the forehead before he can unsling his rifle, OCTOPUSSY. Timing is everything.

Neither of those are really "cold". They were both trying to kill him. And he didn't even kill Goldfinger with his own hand.
I would agree with two already listed- Dent in DN or the soldier in OP. Could be one I'm forgetting. Dryden in CR was to complete a mission, so not him.
Cold to me is an unarmed target. Whatever the justification, even stopping a nuke.
And that soldier wasn't presented as bad or associated with the villain, it strikes a chord with me.

Totally agree. I'll go one step further with the young soldier's death in OP. The whole audience laughed including me because he was so stunned and of course no one cared about him because he was about to shoot 007.
