an Fleming's intention was not to create a hero who is white I disagree. I get your claim, but there are many reasons Bond is white that are intrinsic to Fleming's output...such as how Bond represents how the white British empire adjusts to its post-war role, diminished empire, the jet age, punching above its weight, and so on. And how white men respond to the other cultures, women, minorities, prejudice, avarice, comeuppance, and so on.
Basically there were always reasons why James is white and frequented white establishments and domains then went on missions outside of those domains and learned things, struggled, sometimes failed, usually overcame, etc.
It's not comprehensive or accurate to describe Bond as merely a hero of the British secret service and ignore a lot of storypoints (both from Fleming and now, the movies) that rely on Bond being white, male, and a juxtaposition of old school and social revolutionary. Basically...he's a very specific race/type definition to intentionally create storypoints when he deals with black people, asian people, female people, communist people, rich people and so on...its all crucial to Bondness.
There are culturally blank characters out there in fiction that there's no reason to cast any particular way....but neither James Bond or Shaft count as examples. (So says I.)
