Looking for a film about a mermaid who saves a young man from suicidal drowning

Looking for a live action romantic comedy/drama film/tv series about a mermaid who saves a young man from suicidal drowning after falling off a ship. (or maybe he falls off or the ship sinks... I dont exactly remember. There is a scene before about a play/puppet show. With the man's love interest. There is also a scene in which an older mermaid tells the younger mermaid about humans while doing her hair. Movie/tv show is from before 2007.

Yeah, I don't think he was suicidal. I thought it was an accident where the guy fell in. Tom Hanks saw it, from what I remember.

H2O: Just Add Water (2006–2010) https://www.imdb.com/title/tt0491603/episodes?ref_=tt_eps is an Australian TV series about 3 girls who are transformed into mermaids.

Thanks, quite near but not exactly. The show was likely set in the 1700s or thereabouts.
