Could it be Nighthawks(1981) with Sylvester Stallone?

I found one with a very similar premise but browsing through youtube I don't recognize those scenes so I think I'm mixing things up. It was Killzone, btw.

I found that movie during my search but it's not that one, unfortunately.
I clearly remember it was in a training camp, and maybe there was a watchtower where the officials were watching, I think.
