Actually there's a good reason why the COPS in this TIME LINE would be BULLIES, which was also demonstrated in an episode of DS9:

An alternate version of Benjamin Sisko could appear in the series. Another example he mentions is that 2024 is the year of the Bell Riots, which is the event that Sisko played a part in when he accidentally traveled through time.
The BELL RIOTS happened because people without JOBS were locked up in areas where they were BULLIED by other LAW ENFORCEMENT officials. Then Sisko also ends up locked up in the same area (for not having a proper ID), and when some HERO who REBELS dies, SISKO also takes his place and pretends to be him in order to keep the TIME LINE from being corrupted.
Of course it would also be difficult to explain the reason why SISKO has AGED so much ever since he was in this same TIME PERIOD back when he was much younger looking.
Anyhow, since COPS were AUTHORITARIANS at this time, it's also justified to portray them that way.

The cops chasing Seven and Raffi for stealing a cop care did nothing wrong. The FBI arresting Picard for appearing out of thin air did nothing wrong.

If you read the rest of the info in the MEMORY ALPHA link about the BELL RIOTS you'll see how people without jobs were walled off into concentration camp like areas. And not EVERY COP was as corrupt as most of them were (because one also helps SISKO), but many of them still behaved like NAZI's.

They're NOT authoritarian, that's my point. Seven and Raffi STOLE a police car. The cops pursuing them are doing absolutely nothing wrong in trying to get it back.
Transporter technology does NOT EXIST. If someone literally appears out of thin air, the government is gonna wanna talk to them; and there's absolutely nothing wrong with it either. That's a possible threat.

Which can also be explained by what this says:
The Bell Riots were of such significance that their absence from Earth's history led to an alternate timeline, in which the United Federation of Planets was never created.
In other words, we must also be in a TIME LINE now where the BELL RIOTS DON'T HAPPEN, which also explains why there's the EVIL "CONFEDERATION" instead of the "FEDERATION."
Because without the RIOTS taking place people don't become more SYMPATHETIC to the needs of others who are less fortunate, and go on to become the EVIL kind of a SOCIETY that we've been introduced to.

The show wants to portray cops as bad every time they are shown, when in fact the cops in the instances I mentioned did NOTHING WRONG. The show is anti-cop.

And didn't PICARD also expose how it wasn't the SYNTHS who attacked MARS, because someone else has HACKED into them making them destroy the ships?
Since the entire show hasn't been located inside of this ALTERNATE TIME LINE, it's hardly fair to say the whole show is ANTI-COP.

Since the BORG QUEEN also SLING SHOTS them around the SUN to end up here in the year 2024, it's also not clear WHO is responsible for their being inside of this TIME LINE.
Did she do it or did Q ???
Because IF she succeeds in accomplishing her GOAL, then the COPS and everyone else will probably become even more AUTHORITARIAN.

But in Roddenberry's vision NOTHING like that is supposed to happen due to the way there's NO MONEY, NO HUNGER (with REPLICATORS to make food and feed everyone), etc.
In other words, there's no longer any reason to murder someone or rape them, etc. because everyone has everything they want or need.
So there also wouldn't be any homelessness anymore either.
