i thought he was the best bounty hunter in the outer and inner rims ?

I didn't even realise that it WAS Boba Fett at first, he looks completely different, and thus unrecognisable.
He was busy eating Bantha burgers! He sure put on alot of weight.

And it's not a detail. It's a pretty obvious plot gaffe.
It isn't, since we have no idea about any of the back story in that time frame. There could be thousands of reasons, but the omission isn't a plot hole or gaffe or weak writing, its just a part of the story that wasn't explored. It probably will be in the spin-off, which is a more appropriate place for that story anyway.
