Plausible reason shelved....and it's not because of the anti-woke claims BS...


The writer is surmising (with a source) that this flick was canceled for tax reasons - that if it was closed down, Warner Brothers could re-coup the entire cost of the film. There are a couple of articles on the BBC News site that basically say:
There has been a change of regime at the studio and the new team is quite happy to trash the old teams work - especially when they can claim the money spent as tax breaks.
The new team has a grandiose (if totally unoriginal) strategy to emulate the MCU success with carefully planned sequences of big budget films. The Batgirl film is too small for this vision yet also too big for a streaming release and ... tax breaks.

Perhaps the pity is that because of the emphasis on non-release tax breaks they are going to be exceptionally fierce making sure it's never available anywhere.
