Whoever should of won, won't and may not do something important.
Sadly, the average lottery winner has an IQ around room temperature. The lottery is designed to attract those who are extremely bad at math. Them doing something important is about as likely as winning in the first place. I believe that "I'm gonna buy a new pickup" is almost always the first thing they say. That being said, I do allow myself to buy a ticket if Powerball is over $200M or mega over $100M, if I remember, not that the odds get any better but the payout is a bit higher than the starting levels. Interestingly, as the amount gets larger, the average payout decreases since with more players there are usually more winners, so only rarely does anyone win over $200M. The $1.5B Powerball was a 3-way split.
In Phillip's case, he did one of the sub prizes of which there may be several each drawing. If you get the 5 numbers but not the powerball you win $1M. So he technically didn't get a prize that should have gone to another. They of course made up some game so as to not get complaints about people from the future gaming the lottery.
