I think it's along those lines. Could be that Navarro saw through the phony confession, too.
Or, who knows?, maybe all will be revealed next season?
Actually...maybe it's that Navarro blamed Helen for the problems. Think about it: she's one of his top people and he sends her to handle the situation and do damage control. Navarro knows the Byrds. He didn't hire them to handle chaos, he hired them to launder money. They were doing their jobs. Helen wasn't doing hers. Helen blamed the Byrds for not getting things under control, but isn't getting the Byrds under control Helen's job...?
