Though the show runners have said that they are changing the puzzles and they would no longer be anagrams. So do you guys think these are correct? Or is it another type of puzzle?

Well, another mystery has emerged, and it certainly looks like the titles are AGAIN little clues to a solution at the end of the season. Let's see where it leads. This is fun!

The title for Episode 22 perhaps gives a little hint of what's to come. I guess the final order will be from Oscar to Jane about somebody/something in the FBI.

1x18 - One Begets Technique = To begin the sequence
1x19 - In The Comet of Us = focus on the time

I've just noticed that the original titles loosely talk about the plot of the episode. Most obvious is this last one "Any Wounded Thief" where the thieves of sarin gas were wounded... and the next one "Mans Telepathic Loyal Lookouts" makes me think of a dog. Let's see if there will be a dog in next week's episode 

I think 1x20 and 1x23 still don't quite sound right. 1x21 and 1x22 sound OK. I've updated those two in the OP until any better fit comes along.

And yes, the original titles do loosely talk about the plot!

There was a dog!  When Patterson is climbing the fire escape to get to David's apartment... So the original titles touch on a random thing in the episode while the unscrambled title has to do with the tattoo conspiracy.

Edit: This episode they told us to "focus on the time" and I just realized that the collage storytelling might be a clue. Maybe it will help us figure out the next anagram:
Zapata - 4 hours earlier
Jane - 5 hours earlier ..... @ 6:46 am
Weller - 3 hours earlier
Reed - 4 hours earlier

So the only concrete time we have is for Jane. What could it mean?

Thanks to whoever pointed out that solution to Ep. 20 doesn't seem right. It gives me a chance to actually work on this, rather than relying on other people's answers.

Here's a hint, from the previous solution: Focus On The Time.

...makes it likely that the first word in the next clue is When, not Then.

"Focus on the time when..."

So: When The.. or When There.. are good starting points.
Then you can deal with whatever letters are left over.
Depending, you may find When Their.. works better.

Still working on it.

"When The First Dead Soda" is a solution, but I doubt the correct one. :p

SPN DJINN, you are absolutely right about "Then Head First Road West" being incorrect.

It's not an anagram of "Swift Hardheaded Stone" at all.
The letter count is wrong.
Swift Hardheaded Stone has 20,
Then Head First Road West has 21,
There are 2 R's in the 'solution,' but only one in the clue.

That's good to know for sure.
I wouldn't want anyone to be working on the correct solution by using the wrong one (with an extra letter) as a starting point.

I suspected they were anagrams, but I tried running them through http://anagram-solver.net/, and most of them stumped the computer.

Also, I'm glad the Pilot episode actually has a title, since the EpGuides website has always had it listed simply as "Pilot."

Just coming back to my fall shows, and found the rest of the solved anagrams. A little late  but maybe someone that's just starting the show will be interested.

1x20 = then wait for the address

1x23 = when it's filed away

And I was right about the time 6:46 being important for the puzzles! Here is the source explaining the additional puzzles

Sounds a LOT better than "Then Head First Road West",
BUT has the same problem:
One more letter (an extra R) than "Swift Hardheaded Stone."

Neither can be right.
