Some Star Wars fans lamented the decision to bring Emperor Palpatine back in The Rise of Skywalker but the sequel trilogy need the archetypal villain.

Then they shouldn't have killed off Snooke. Palpatine coming back made no sense.

They shouldn't have killed off Palpatine in ROTJ. Then bringing him back would have made more sense.
