Season 1 was more setup to get the viewer familiar with the Politics of the story.
Season 2 had more depth, more of a real story, except for characters like Joe which they did not really use.
Too bad it was only 10 episodes. I hope there's a season 3.
season 2 hands down. the love triangle in season 1 felt forced and made no sense. I thought Juliana was frustrating and was hoping they'd kill her off (I cheered when they shot her) but she turned it around nicely. Joe still is frustrating too but at least it's kind of funny how obvious and shallow his whimsical motivations are in s2.
shareI don't think Joe's motives were so much shallow as deeply personal. The same could be said for Juliana and when dealing with the wellbeing of his own family, Smith.
