It's about psychology, you dumb *beep*. I'm Norwegian and speak with an accent, but I can fake an American or British accent if I wanted to.
The problem is that it wouldn't be natural. I would feel like I'm acting.
Imagine someone from New York moving to some hick town in Texas. Do you think they'd keep their accent? Do you think switching to a southern drawl would feel natural to them? No.

I think he spoke better English before, getting old seems to slightly affect his ability to speak clearly, also his jaw structure may also a factor for his pronunciation, if not necessarily about accent.

shareI'm an Austrian and grew up roughly 2 hours away from Arnie's birth place Graz. Fact is, that grazian people already have a strong accent when speaking German. People from the eastern part of Austria do speak more clearly and accurate while people from the more southern and western parts do have a distinctive accent, even when speaking their mother tongue. That's why he can't really pronounce English correctly because he's got this thick accent anyways. I, for myself, living near to Vienna (the capitol of Ausria) do not have that much of an accent and my english is pretty good, though quite stiff and rusty when spoken due to lack of usage. But if i were to immigrate to the US, i would be able to speak close-to-perfect English in under a year. It's just a practice thing.
Just compare Arnie to Christoph Waltz. Both are Austrian. Both grew up in different places. Waltz' English is close to perfect, sure, you can hear an accent but compared to Arnie's it's a million times more accurate.

this maybe irrelvant, but let me say this anyway. I knew a buddy from the army who made the same claim as you did; he also learned his foreign language (German) from people and not from schools. The result? He can engage basic conversation with his German wife and friends, anything beyond that he cannot (reading sophisticated books, articles, filing legal papers in German [about his wife], engaging in debates etc.)... These because he did NOT learn his language the right way. The difference between you and him? He is honest enough to admit that his German, which he learned from people, sound seemingly perfect to those who know nothing about German, but in actuality is FAR FROM perfect!

Thats his thing. Its awesome that he still retains his accent even after so many years. There are so many english actors in hollywood who have have done more roles in american accent than their own, they can only wish they had the screen presence and charisma of Arnie that roles would created around the accent just so they could be in the movie. Apart from the movie, he has nailed hollywood like no one else

Anyways to the guy who says he speaks Russian perfectly after having learned it at age 20. I gurantee that you do have an accent. It could be that only russians are able pick up on it though. I am Danish and I consider myself pretty decent when it comes to English, but I definitely got an accent that I cannot shake. I know how the words are supposed to be pronounced, but they just come out slightly different despite it. It is like a signature. I am sure you could change it gradually if you really worked hard at it with a teacher, but what is the point ;)
Sorry bud, I believe (from my Brit lit class) that folks from Britain used to speak with a flat tone like Americans. Overtime they developed their accents (chavs And whatnot)
