Seriously, who gives a fuck about anybody in this???

The movie is ok, nothing special, quite boring and underwhelming.

Why is it so mediocre?

EXTREMELY UNLIKEABLE CHARACTERS. That is why.

Paul is just yet another "the one". We have seen it a million times. Only, he does not earn this status in any way, everything he does is an automatic success because...MarySue. He is as charming and likeable as Rey in SW.
Fuck him, I dd not care about him.
Chani is even worse, she just bitches and scowls like a hateful wife for 5 hours of screen time. I never saw any love in this love interest, nor sympathy nor guidance nor anything. I only got that she cares for "her people".
Fuck her, I did not care about her.
The Harkonnens, just assholes but not strong nor menacing, they actually get their asses kicked every time they fight, unless they get the Emperor's support.
The Emperor is a whimp and an oblivious moron.
His daughter, knows everything but also a puppet.
Paul's mother and father were ok, but just serving their purpose in the story, I was not pushed to care for either.
The fremens, a bunch of ignorant terrorist with a self serving agenda.
The worms, stupid and underpowered....

I cared about nobody at all is this "epic", which consequently felt flat and uninteresting.

This is spot on.

I enjoyed the first movie. It was visually interesting and the workd building was enjoyable. But the sequel was dull. We already have a grasp on the world and the characters became less interesting as we spend time with them. The 84 version would have suffered the same issues if it had a longer run time or sequels. Fortunately that was cut short..

Yes, it was unfortunate.
The 84 extended version is quite allright imho: certainly not boring and I cared about the people involved, good and bad they were interesting characters and not only tropes.
If anything, it could have been slighly more articulate in the second half to add more details and rythm to the story.
