90% of films aren't filmed where their 'setting' is located. So why is everyone so surprised this wasn't filmed in Cedar Rapids?

With the current governor (Brandstad)in place in Iowa, Hollywood types will not be made welcome to film here.
If at first you don't succeed, try, try again. Then quit. No use being a damn fool about it!
As I think a few others have said, who cares.
Very few things are shot entirely (or even partially) where they are "supposed to" take place. There are a number of film and television friendly areas, due to tax incentives, appearance, and varied other factors, that play into where something is shot.
As "Field Of Dreams" taught us, "build it, and they will come". Build a good economic plan for people to shoot in a certain area, and it'll start happening.
Vancouver is a good example - it's cheaper to shoot there, and it happens to be a city that can pass for a lot of other places - thus, a lot of shooting happens there.
Just be happy there's a film set in your area - I have a feeling it will be a while before Cedar Rapids is featured or mentioned at all in a film (not to mention being the title of the film), and that's a lot more than a good deal of the US can even say once.
Do you get this mad at the 80% of movies or TV shows filmed in Los Angeles or Toronto when they're set in other cities? Hollywood does what's cheapest, so they can afford to spend that money where it'll have more impact and put out the highest-quality movie possible.

As others have stated, tons of films and TV shows that take place in specific locations don't actually film there, and I'm POSITIVE if you searched on here, you'd find films and TV shows with specific locations in their TITLES who didn't actually film there, either.
As long as there are establishing shots and they try to make the surroundings mimic their intended location, they've done their job.
So quit whining.
