Didn't she die after Tom drops her into the ocean? I'm confused at how she is still living or is she a figment of Tom's psyche?

Oh wait, they must have had a backup brain waiting for her on file because that is the only way to get around how contrived that scenario was.

Re-watching the finale, it occurs to me that an interesting twist would have been for the Dorniya female to transform herself into a copy of Anne. She could tell Tom that Anne was too far gone to revive, so that was the best she could do. She has nowhere to go, so she might as well live out the rest of her life on Earth.
