It is really difficult to rank, because it changes sometimes episode to episode (think the writers on occasion get a little inconstant with the characters) , just getting through season 5 and so far Id say.
1. Jean Ralfio - very likeable, great lines, definitely carried the show..... Ok so Im kidding ha, despised this guy, but guess that was the point.
Ok serious now ;)
1. April Ludgate - excellent development of what was originally a one note character, she grows without really compromising herself and I really like her camera glances
2. Leslie Knope - totally driven, naive and effective at the same time, great performance by Amy and the scene with Rons birthday was really sweet
3. Ron Swanson - extremely over the top masculine and a feminist really balanced well, never really came across as a grump and would compromise on his displayed 'beliefs' if he knew it was right to do so.
4. Andy Dwyer - someone mentioned before he's gone from slacker to idiot and he was better as the slacker, his relationship to April does a lot for his character, heart is always in the right place if his brain isn't.
5. Ann Perkins - very likeable and watchable, but the writers seem to have lost their way with her character, shes been moved to the side lines, it seems most of the time she serves other characters (Leslie, Chris etc) had a lot more potential, was higher up earlier on, but easily the most realistic character on the show which can give balance, but mostly works against her compared to the eccentricity of the others.
6. Donna Meagle - used very well as a permanent supporting character, most was left to your imagination, but you get a strong sense of her character from very little and when you do see bits into her world, its pretty much what you expected, it probably would be the same overall show without her. Although Ive ranked people who shaped the show lower than her, she just.... adds something for me, like the odd break from the main lane.
This is where I guess my opinion gets a bit more meh on the rest of the main cast for me, but will continue anyways.
7. Chris Traeger - It seemed to me like they wasted time developing his character, its ok for a supporting character to be one note and I see why they brought the 'perfect' upbeat guy down, it just didnt work for me, i found his whole relationship/friendship with Ann to be overused and a waste, she served his character when it should have been the other way around. The Ron relationship was occasionally humorous. I actually think they should have made him an subtle overly nice antagonist, which is how he started and kept him there to develop the other characters.
8. Ben Wyatt - ungh, only not lower because.... well its all meh here, but his relationship with Leslie was definitely a great contrast for her character and served the show well, but his performance was just so 'acted' and he really overused the same camera glance, which really grated on me.
9. Tom Haverford - the anti Andy, had the same level of idiocy just not at all likeable with it. I kept hoping for a break in his surface act, but it just didnt happen nearly enough and when it finally did it was too little too late, then he would just go right back to be the same tool. I think the surface act that we kept getting to,d about was actually really just him, if it wasn't they just didnt demonstrate that effectively, the overall most unrewarding character.
10. Jerry/Gary blah - the anti Donna, at first the bullying was humorous, then a little too harsh, then totally understandable but then just boring. It could have worked better if when they made him under appreciated but super talented (with a better personal life than the others) then give him a lot more really really rewarding side character moments (more of his massive penis size moments). The thing is they failed by making him so useless at the same time it just contradicted too much and I just stopped caring.
11. Mark - erm ........ummm........................ excellent decision to chop him.
As far as guest characters go, I really like Tammy 2 and Leslie's Mother, Paul Rudd and Tammy 1 were OK too. Hate jean Ralfio and Jamm, but yeah that was their purpose, but I didn't really enjoy hating them.
