All the money in the fed was accounted for ? (Spoilers)

After butler realizes that Merriman and others didn’t have the money, a guy tells butler that “all the money in the fed has been accounted for”

But how? We saw Donny fill several bags with cash. He took a lot of money from there. Is there something I’m missing

All I can come up with is that the counters fudged the count since they were in on it in the end. They just have reported the count wrong to cover for losses
