well .. he didnt actually kill anyone in the 1st movie i dont think.
It wouldn't matter, Rambo got a presidential pardon for what he did in the second film (and probably a second medal of honor)

shareSaid cops were in Washington. Rambo was living down in Arizona when he came back to the States at the end of the fourth movie. Whether those cops forgave him or not is irrelevant. If they came down and tried to start some crap with Rambo, they'd have wound up a.) in jail or b.) dead.
