No pretty sure he was dead, there was blood spilling from the back of his head, and thats why Starlight looked so sad when she saw the baby carseat in the back of the car.

Yes, he was dead when she checked.

That was why she was startled to see that child's car seat in the back of his car.

And why Butcher in his twisted mind suddenly started respecting her.

She did kill him, but it was hitting the pavement not her blast. By the way this is also a reason people say not to get into fist fights. You can give someone a punch they could easily survive but if they fall wrong and die-- its manslaughter on you.
