He is a Psychopath but I think he's the best character on the show.

Nah. He's essentially Public Spirit from the "Marshal Law" mini-series that came out in 1987.

The whole show is a tonal copy of "Marshal Law". Garth Ennis owes Kevin O'Neill and Pat Mills some royalties, methinks.
