He goes after him in broad daylight, in a heavily secured area (ie an airport). When he’s beating up Peter in the cab, did he actually think the cabbie would drive? Obviously, the cabbie would freak out and say “what are you doing”
Once he saw Peter, he should have followed him and just waited for an opportune time
