I got this from wikipedia so i dont know how true it is but on the bully page there is a section that says seaqual and in it, it says...
Scholarship Edition is considered a remake rather than a sequel. It is unknown whether Scholarship Edition will be ported to PlayStation 3. No news has been forthcoming from the publisher as regards a sequel, nor what platforms it would be released on. However Rockstar have announced that chances of a Bully sequel are low depending on sales of Scholarship Edition

YES! And while I'm at it, if there IS a sequel, Rockstar peeps, please remember that there's a massive fanbase for particular characters. A lot of people want to see more of them, so please don't write them off!

1) Owned it for a little over a year still my all time favorite game.
