Did Coop have the right to deny TARS of his 100% humor? He now only has 60% of it.

Coop also changes his settings all the time. It's not set in stone. He just sets it for his mood, which would be nice IRL.

The adjustable humour setting seems in itself like a dumb distraction for the crew. Much more important things to worry about on the mission. Surely the AI can learn by itself by processing the reactions from the human crew and self-adjust.
