Why not terraform Venus?
They would be invulnerable to the acid clouds of Venus and it's pretty much identical to earth in size. Plus it would be awesome in the intergalactic wars to have a planet full of Supermen next door

Why terraform Earth at all? Why not just rule it as supermen?
Bunch of ex-military dudes from a dead planet land on a new planet and discover they now have superpowers.
They decided to change the atmosphere so they don't? What morons.
Terraforming has nothing to do with "ruling", it's about making a planet habitable.

shareWhy not terraform anywhere where you don't have to perform genocide? Zod's motivations to get the codex and restart his race made sense, why he chooses Earth doesn't as it is a load of unnecessary extra work.
shareZod was psychotic. He wanted revenge on Jor-El. Since he was already dead, what better way to do it than destroy the adopted planet of Jor-El's son.
shareI think using the world engine on a planet proven to be hospitable for life would give the best possible outcome. If you recall, there was a brief scene that showed Zod and his group finding dead colonies throughout the galaxy presumably because the world engine wasn't capable of changing a lifeless planet into an inhabitable one.
