Apart from Israel (who can't be trusted), no middle eastern government has ex-military mercs who can pull of a job like this. Asian nation mercs aren't sophisticated or experienced enough.

U.S, Israel and commonwealth mercs can't be trusted (Canadian, Australian, British) that leaves only europeans mercs for the job. Don't forget in WWII the europeans fought for the Nazi's.

White Caucasian Europeans won't start whining about racism like many black or Middle-East people would do when they are starred as bad guys. Of course, making Europeans as terrorists is a bit stupid. We (Europeans) should make a similar movie about US terrorists trying to mess up our countries. That would be a shocker wouldn't it? Always so heroic Americans seen as bad guys for a change.
