After Queenan died, Sullivan got his files and saw that it said that Costello was a possible FBI agent.

btw did you see the original asian one? it was excellent. but i do think scorcese actually improved on it, which IMO is rare for a remake.

sharethere's also a picture in the files of Agent Laslo (who Sullivan would have recognised from earlier meetings) talking to Costello outside a car. I think it's this picture that gets Sullivan's attention as he's skimming over the files and makes him take a closer look at these pages.
The fact that Costello is pictured holding court with FBI agents means it's a bit more than "possible" - think Queenan's notes understated that one!
