Did Costigan pass the cop exam or not?

Dignam told Costigan that he scored 1400 in his SAT, and he is an astronaut, not a cop. I don't understand this, did Costigan have a low score in cop test or high score? If he got high score,why he can't be a cop, why he can be an astronaut?
I dont understand that scene.

I assumed it was because of his family connections to Costello he couldn't be a cop.

But they didn't do a great job explaining that. The whole scene I'm waiting for Billy to ask why he can't be a cop.
