Ra’s Ah-Gul was a better fighter than Bruce

He had him beat handily inside the train. Bruce got the edge because of his weaponry and armor. And even still - Ra’s still was about to choke out Batman until Batman said, “who said anything about stopping the train,” which made Ra’s look up and become distracted

Ra's was far more experienced, and was supposed to be the best of the best. There's no way Batman should have been on a par with him that early in his career. So yes, I agree with you. But it also highlights a core aspect of Batman; he'll do what it takes. He couldn't outfight Ra's, but he went for the distraction to win the day.
