While having a film with non-English characters speaking English makes sense for a number of reasons already mentioned here (not the least being that films are made for an audience, of which the majority of this one will be English speakers), I found it more interesting that the fellow servant was made to put on a strong Cockney accent (surely this wasn't her actual accent!). I guess we've come to associate the lower classes from this era with characters we've seen in other films depicting the English class system. It was interesting that if the filmmakers decided on English accents (natural, given the vast majority of actors being English), they didn't also ask Scarlett's character and her family to also adopt a Cockney accent.
Please excuse me if I've used the term Cockney incorrectly- I'm no English dialect expert!
Regardless of the dialogue, I thought the star of the film was undoubtedly the cinematography. Stunningly beautiful, great use of light, painterly look with great use of reds and greens. The film would have been nothing special without it IMO.

To me me it sounds more of British english than American. A mixture of all kinds of British English.
