No.

He was abusive (in a Roald Dahl comedic some of way) but he wasn't a pedophile.

He was an abuser in a completely non-sexual context. His abuse was verbal and mental, and sometimes physical (like keeping Harry confined to his room with bars on the windows).

Plus he threatens to beat him sometimes. Im sure he actually did beat Harry a lot off screen.
