I think its just meant to show how quick Martin's character is in thinking on his toes. We're just meant to know that P31 and P40 are police jargon and the way Martin handles it shows that he doesn't know what he's talking about, but he's able to fake his way through it

Well it sounds weird if it were a gun, they want to "scrap" the p31 and use the p40. And then the other police officer said, What the hell is he doing 'we just got those things'. I just thought it was some widget, i dunno. ask a police officer? hehe

I had assumed it was a piece of expensive equipment, like a fingerprint scanner or something.
It didn't really matter; like someone else pointed out, it was just a way to show Martin Lawrence's character bluffing his way out of something tricky.
