Some interesting suggestions here, I think if you want some films with a similar tone and theme you may have to watch some foreign flicks. Here are a few:

1: Chrysalis (2007) - Always loved this film and the fight choreography (for the two fights in the film) is absolutely on point. This has a really dark, sci-fi noir look to its atmosphere and setting, and also deals with some other sci-fi elements I won't spoil here.

2: Renaissance (2006) - Stars Daniel Craig in a literal black and white, sci-fi, animated noir film. This is more detective noir than sci-fi, though, but the plot is definitely sci-fi oriented. I'm not a big fan of the black and white motif, because sometimes it was difficult to see or make out what was happening. But it's still an interesting film nonetheless.

3: Bunker Palace Hôtel (1989) - Haven't actually seen this film yet, but it has a very similar cinematic tone to films like Equilibrium, Blade Runner and Dark City... just not as dark as Dark City. Here's a trailer: https://youtu.be/GMXzwDfqqXk

4: Immortal (2004) - I struggled with adding this one on here because it's nothing like Dark City in terms of being a brooding, noir film. It has noir elements, but it's more like fantastical, otherworldly sci-fi noir rather than straight sci-fi noir. It takes a while to understand what's going on and where the film is leading, but it's a wonderful journey if you're willing to stick with it. I believe the effects may be dated (I haven't seen it in well over a decade) and it's more about a Frenchman's take on Egyptian theology set in a futuristic sci-fi universe. It's based on a comic book.

5: The Keep (1989) - This is even more far-removed from Dark City in terms of plot structure and genre, but it definitely feels A LOT like Dark City in terms of visual tone, pacing, thematic elements, some set designs, and utilizing a slow-burn technique to explore much broader topics than what the film initially lets on. Don't spoil it by watching trailers!
