Frollo is one of the most evil Disney villains

I believe that Frollo is one of the most evil Disney villains. He possesses no supernatural abilities and is not seeking power (because he already has it). Frollo also has a warped sense of morality.

Most villains are aware that they're doing wrong. Frollo, on the other hand, believes he is a good person, justifying his evil actions as God's will. He is also extremely self-righteous, believing himself to be above others and free from sin.

Throughout the course of the movie, Frollo has committed more evil acts than any other Disney villain. He kills an innocent woman, nearly drowns her baby, keeps Quasimodo locked in a bell tower for most of his life, persecutes people (namely the gypsies), burns people alive, has an obsessive lust for Esmeralda, all while believing he is a good Christian doing God's will.

What makes him so evil is that he is one of the most realistic villains, lacking supernatural powers or magical ability. His cruelty and hatred are traits that real people possess.

I believe the most evil thing he did was three-quarters of the way into the film when Frollo, on a hunch, suspected a family of harboring gypsies and, not satisfied with their answer, set fire to the house with the family trapped inside. Think about that for a second. Frollo is willing to let a family burn to death purely to make an example of them. If there was any chance of Frollo redeeming himself, he just blew it with that act.

Yes. He is terrifying because of he's comparatively (to the many supernatural villains in other Disney movies) real and there are (and were, in the time period the movie takes place in) certainly bigots like that in Real Life.

I tie him and Mother Gothel from Tangled for "most creepy villain" first place. Both stories of course have much similarities (a child being kept away from the rest of the world and being raised by a villain pretending to be their parent). HoND plays Frollo more straight evil though, while Mother Gothel is better at putting on a charming ("caring mother") facade. In the end I think Mother Gothel is more straight-up manipulative, but Frollo's evilness affects more people than hers.

I can say I love to hate Frollo for being a lot like Glenn Quagmire from Family Guy as I've asserted many times before.

Steve Harris of Iron Maiden is a Brony

Character alignment I think he would be considered lawfully evil

He is not evil.
He is just misunderstood.

The book that this movie was based on is actually quite dark and serious. I’m not surprised that Frollo would be the most disturbing villain found in a Disney cartoon.
